Highly Qualified Specialists (HQS) minimum salary to increase

The law "On Amendments to the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation" was signed by the President of the Russian Federation on 10 July 2023.

The HQS is obliged to apply for a work permit (both for initial processing and for extension) within 30 calendar days from the date of the decision of the Ministry of Internal Affairs on granting or extending the work permit. If there are justified reasons the deadline for obtaining a work permit may be extended by a maximum of 30 calendar days.

The law allows for the granting of a permanent residence permit to a HQS (and his family members that already hold a temporary residence permit issued on the basis of the HQS work permit) who has been working for at least 2 years in Russia.

The Law also provides for the issuance of a residence permit not only to a foreign citizen who has invested in the Russian Federation, but also to his family members (spouses, children, children's spouses, parents, parents' spouses, grandparents and grandchildren). This kind of residence permit is issued without obtaining a temporary residence permit.

HQS minimum salary increase

The law increases the minimum salary (remuneration) of the HQS which should not be less than 750 thousand rubles per quarter as of March 1, 2024.

Changes in HQS regulation adopted in the law

Following changes were also adopted in the law:
  • to conduct medical examinations of the family members of the HQS every 3 years when renewing the work permit of the HQS,
  • to submit medical documents within 30 day-period upon the decision on renewal or within 30 days of arriving to Russia.
